What is PVAC?

PVAC is a Federal Government initiative that brings together government, industry, and investors to expand local production of medicines and other health products, create jobs, and improve access to quality healthcare services in Nigeria.

What does PVAC do?

PVAC focuses on enabling systemic change across the healthcare value chain by:

  • Championing pro-manufacturing policies, reforms and incentives
  • Facilitating partnerships for technology transfer across various innovations
  • Co-creating financing mechanisms with development finance institutions (DFIs) and other partners
What problem is PVAC trying to solve?

PVAC addresses critical gaps in Nigeria's healthcare ecosystem by driving measurable progress across three core areas:

  • Limited local manufacturing capacity — increasing domestic production of health products and technologies (generics, vaccines, diagnostics, medical equipment, consumables) to reduce import dependence and strengthen national resilience.
  • Insufficient job creation across the value chain — expanding quality jobs in the healthcare sector by unlocking foreign direct investment (FDI) and mobilising local capital.
  • High reliance on outbound medical tourism — reducing the need for Nigerians to seek care abroad by improving the quality of healthcare services locally and catalysing alternative health ecosystems within the country.

How can my organisation partner with PVAC?

Organisations can engage PVAC through co-created initiatives, strategic partnerships, investment collaborations or ecosystem-development programs. Typically, all engagements are done in collaboration with at least one co-partner.

Does PVAC fund projects directly?

No. PVAC does not directly fund projects. Instead, it works with financing partners to design and enable access to funding mechanisms for viable healthcare initiatives.

Can startups or SMEs work with PVAC?

Yes. PVAC supports startups and SMEs by connecting them with the right partners, investors and ecosystem opportunities — especially those aligned with healthcare manufacturing and innovation.

Policy & Advocacy

Does PVAC create or approve healthcare policies?

No. PVAC does not create or approve laws or policies. It plays an advocacy and advisory role by supporting reforms that enable local healthcare manufacturing and investment.

What role does PVAC play in policy reform?

PVAC champions and supports policy reforms by:

  • Engaging policymakers

  • Advocating for incentives that promote local production

Scope & Limitations

What does PVAC NOT do?

PVAC does not:

  • Mediate or arbitrate commercial disputes or agreements
  • Manufacture or sell healthcare products or devices
  • Execute programs without a co-partner
  • Act as a regulatory or policy-approval body
Does PVAC get involved in business deals between companies?

No. PVAC does not intervene in or manage commercial negotiations or agreements between private entities.

Is PVAC a healthcare manufacturer or service provider?

No. PVAC does not produce, distribute or sell healthcare products. Its role is purely strategic and ecosystem-focused.
