This Executive Order aims to address significant challenges in the Nigerian health sector, including underinvestment, poor policy implementation, and a challenging regulatory environment. It seeks to reverse negative trends in healthcare infrastructure, services, and local production of healthcare products through fiscal and non-fiscal incentives.
Exemption from all tariffs and excise duties for specified pharmaceutical goods and items listed in the Schedule.
Zero tariffs, excise duties, and VAT on Active Pharmaceutical Ingredients, excipients, and raw materials for essential medicines and manufacturing of medical products.
Establishment of framework contracts and volume guarantees to support local manufacturing of healthcare products.
Development of a Harmonised Implementation Framework within 30 days to guide relevant agencies in operationalizing this Order.
The exemptions and special waivers granted under this Order shall be for a period of two years from the effective date.
